As Director of the Digital Information Department for two counties in Michigan, I’ve seen firsthand how AI can streamline operations, analyze data to improve services, automate repetitive tasks, and save valuable staff time and taxpayer dollars. It’s not just hype; AI can be a genuinely transformative tool for public service.
However, realizing this potential requires more than just enthusiasm; it demands clear eyes and caution. Alongside the exciting capabilities, AI tools, especially the large language models (LLMs) like ChatGPT, Gemini, Claude, and others integrated into tools like Microsoft Copilot, carry significant pitfalls. These go beyond simple errors or inaccurate information. Some are subtle, baked into the very design of these systems, and can inadvertently mislead staff, distort information, and undermine the sound judgment essential for good governance.

This article serves as a practical guide for local government leaders, department heads, and staff. It aims to illuminate the most common and some of the less obvious risks associated with current AI tools and provide actionable strategies for identifying, mitigating, and navigating these challenges to ensure AI is adopted responsibly and effectively in our communities.
II. Pitfall 1: The Engagement Engine & The Reinforcement Trap (The Hidden Risk)
One of the most significant but least understood risks stems from how many popular AI models are trained. While designed to be helpful, they are often fine-tuned using Reinforcement Learning from Human Feedback (RLHF), a process where human raters score AI responses. Over time, this process has inadvertently taught AI systems to prioritize sounding good over being right.
- The Tuning Trap: Research and direct interaction reveal that metrics like tone, politeness, and fluency often receive higher weighting than factual accuracy during RLHF training. On sensitive topics, politics, social issues, even complex policy debates, this skew can become extreme, with tone and “safety” (often meaning agreeableness) potentially outweighing accuracy by a significant margin. This is the “Reinforcement Trap”: we are training AI to tell us what we want to hear, smoothly and confidently, rather than what we need to hear, clearly and accurately.
- The “Helpful” Facade: This optimization leads to AI responses that are often polite, balanced, and agreeable but may omit crucial negative details, downplay risks, or avoid challenging the user’s premise. An AI might provide a noncommittal summary of a controversial policy, failing to mention relevant legal challenges or negative outcomes elsewhere, simply because highlighting friction is penalized in its training.
- Local Government Impact: This is dangerous in a public service context. Imagine an AI summarizing public comments on a project but subtly emphasizing positive feedback because negative comments were flagged as having a “negative tone.” Or consider an AI drafting policy options that avoid mentioning significant drawbacks because those points might seem alarming or controversial. The AI isn’t lying, but it’s providing incomplete, potentially biased information shaped by its optimization for pleasantness.
- The Echo Chamber Effect: Because these systems often default to agreeable and confirmatory responses, they can inadvertently reinforce existing biases or assumptions held by the user or the community. Instead of acting as a tool for critical analysis and exploring diverse viewpoints, the AI can become an echo chamber, making it harder for staff and decision-makers to see the full picture required for effective governance.
III. Pitfall 2: Common Technical & Data-Related Failures (The Known Risks)
Beyond the subtle issues of engagement optimization, local governments must also be aware of more widely recognized AI limitations:
- Hallucinations & Fabrication: AI models can confidently generate incorrect information, inventing facts, citing non-existent sources, or fabricating details. A model asked to summarize a local ordinance might incorrectly state details or “hallucinate” clauses that aren’t there.
- Bias Amplification: AI systems are trained on vast datasets reflecting historical societal biases. Without careful mitigation, they can perpetuate or even amplify these biases in areas like resource allocation suggestions, analysis of demographic data related to crime or services, or even in screening job applications.
- Outdated Knowledge: Many AI models have knowledge cut-off dates and may not have access to real-time information, legislative updates, or current events unless specifically designed for live web access. Relying on them for the latest regulations or data can be risky.
- Unfaithful Reasoning: Research shows that an AI’s explanation for its answer (its “Chain-of-Thought”) doesn’t always match how it actually arrived at the conclusion. It might use a shortcut or unreliable hint but provide a plausible-sounding but fabricated justification.
IV. Pitfall 3: Over-Trust and Misapplication (The Human Factor Risk)
Some of the biggest risks arise not just from the AI, but from how we interact with it:
- False Confidence & Fluency: AI often sounds extremely confident and articulate, even when providing incorrect or incomplete information. This fluency can lull users into a false sense of security, leading them to accept outputs without sufficient scrutiny.
- Automation Bias: This is the well-documented human tendency to over-rely on automated systems and trust their outputs more than our own judgment. As AI gets integrated into workflows, staff might default to accepting its suggestions without adequate critical review.
- Using AI for the Wrong Tasks: LLMs are powerful, but they lack genuine understanding, ethical reasoning, and accountability. Using them for high-stakes decisions, final policy drafting, legal interpretations, or direct, unmonitored public interaction without rigorous human oversight is a significant misapplication of the technology.
- Trust Creep: The more we interact with an AI that feels helpful and responsive, the more likely we are to trust it implicitly over time. This “trust creep” can lower our critical defenses precisely when they are needed most.
